I am using a program for it, "Tildes birojs", which among other things (e.g., a multi-language dictionary etc) also allows writing with the special Latvian characters. Without it that's... well, perhaps not impossible but at least I didn't manage to get it working.
But in MS Word it's always possible to insert the special symbols (if you know which ones to pick). And at least on my Android phone there's a reasonably good autocorrect function in Latvian which also includes the necessary characters. Also if you google in Latvian by typing words in Latvian without the special characters it will try to give you the correct spelling, although, of course, also with limitations - for words which may exist with and without special characters and therefore have different meanings (like "kazas" can be "kazas" as goats or "kāzas" as wedding). Hmm... I have no Tildes birojs on my computer and i just added Latvian keyboard. At the bottom of the screen where is clock, date, there is thelanguage bar. When i click with right button of the mouse, i get settings and right there i just add it. If you know how to use Latvian keyboard, won't be hard :)
If you manage to do that, let me know or just ask me...
Using a Latvian keyboard is the best way.
There are also lots of virtual "online Latvian keyboards" you can use.
For occasional use, a simple way is to copy all the special characters into a list on "Notepad"(including capital versions) and then save to your desktop etc as a unicode .txt file.
You can then easily open and copy/paste as required :)

denis? do you really need to learn a modern death language? maybe it is better to learn latin or greek but not latviski. i tell you why and i hope i would be able to convince you.
first of all, latvia is a small country and latvian do not coop with other two baltics. the language is not from eesti oriin (hungarian indu) nor polish lithuanian germanic. thus, you risk to learn a dead language which does not fit in the indo european context. secondly, the 2008–2012 Latvian financial crisis, which stemmed from the global financial crisis of 2008–2009, was a major economic and political crisis in Latvia. The crisis was generated when an easy credit market burst, resulting in an unemployment crisis, along with the bankruptcy of many companies. Since 2010, economic activity has nevere recovered. this is another reason for trying to learn italian rather than latvian. unless you have found a latvian girl in vecriga....then....i can fully understand you tapec tu gribi runaj latviski....;-)
